To his Excellency
Gov. Ja^s F. Robinson

Dr Sir The undersigned citizens of Sharpsburg District would respectfully make known to your Excellency, that because of the troubles in our county, which have caused our Court Judge to absent himself from home, to avoid personal violence from the rebels, we have had no Court since his election to office. Consequently no officers appointed to conduct the election which should have been held for the election of Justices & Constables on the 1^st Saturday Inst -- And as, without an election is held by the first day of June next, we will be without the benefit of a Court at our regular June Term, we would respectfully ask your Excellency to Commission James S. [Ramy] a Justice of the Peace for this District from the 1^st day of June, when his present term expires.

No election having been held for Justices of the Peace at the time fixed by law -- a vacancy existed in Sharpsburg district Bath Co. Ky. -- (See 1 S. R. S. p. 439.) which vacancy can be temporarily filled, until Aug. Election, by the Governor (ib. p. 441.)

The within presents a proper case for a commission to the person recommended or any other the Gov^r may think proper to appoint -- to run till the August Election, and until his successor shall be qualified.
