The Secretary of War instructs me to acknowledge the receipt of your Excellency's letter of the 17th ultimo, requesting the release of William Long, a prisoner of war at Camp Douglas, Illinois, and to say in reply that the Commissary General of Prisoners has been directed to release the prisoner upon the condition of his taking the oath of allegiance, and to order him to report to your Excellency as requested in your letter.
