Mount Vernon Rockcastle Co Ky Dec 30^th 1863

To His Excellency The Govenor of the Commonwealth of Kentucky your Petitioner Isaac Whitehead states that at the august term of the Rockcastle Circuit court He was fine $20, under the Gaming Laws and that he presented a petition to the Govenor signed by the Circuit Judge and Commonwealth attorney- and was informed that his fine had been remitted and knew no better until within a few weeks back. the then Circuit court Clerk Died and if the order came remitting the fine it has been lost He also represents that he is a poor man, and a good Union man, and asks to have his fine remitted
