To the Gov of Kentucky
Your Petitioner R V Wheeler states that he has been fined $25— in the Police Court in Danville for throwing water from his window he states that he was not apprised there was any Ordinance in said town making the same an offence, had he known of the existence of Ordinance he would not have done so, althogh he injured no person. He states he is poor and illy able to pay said fine. Wherefore he prays for a remission of the same by your Excellency & for relief
