I enclose your requisition and other papers upon the Gov of Wisconsin for the rendition of one Claudius Tift. The requisition was thought to be informal as you will see from the opinion of the atty General of Wisconsin which I enclose. So far as the affidavit, upon which the requisition was founded, is concerned I think that all the objections taken to it, by the atty General have been corrected in the new one enclosed.
The Agent went all the way to Madison Wisconsin Saw the Gov & atty Gen in person & has returned. He will return to Wisconsin, for the party charged, just so soon as your Excellency will cause the papers to be forwarded
Hoping that it may please you to direct that this matter may be discharged with promptness
