Rand, residing in the City of Philadelphia, in the State of Pennsylvania appointed by the Governor of the State of Kentucky, a commissioner in and for the State of Pennsylvania to take the acknowledgment of Deeds and other instruments of writing to be used or recorded in the said State of Kentucky and to administer oaths, and affirmations, and to take and certify depositions to be used in the said State of Kentucky, pursuant to the act of the Legislature thereof entitled "Statute of Kentucky authorizing the appointment of commissioners of Deeds in other States" which took effect on the
