To His Excellency
Gov. Magoffin
Sir, I dispatched you last night that I would go to Columbus today, but as Majr Tilghman is there I have determined to wait for his return and then be governed by Circumstances
We have assurances that troops are to be Marched thru Ky in the direction of Memphis Tenn, within 10 days.
I cannot advise a line of policy, but will ask any further instructions you May be pleased to give
I intend to do every thing in my power to maintain our Neutrality, & uphold the sovereignty of the state — If it is necessary for your Vindication to publish My Communications, Stirke out whatever may be improper to go to the public before doing so; dontforgetthis
