I have received information that Tennessee troops are under orders to occupy Island Number one, six miles below Cairo. In accordance with my understanding with Genl. Buckner, I call upon you to prevent this step. Do you regard the Islands oin the Mississippi river above the Tennessee line as within your jurisdiction, and if so, what ones?

Gen. McClellan telegraphs me he has reliable information Tennessee troops are under orders for Island No. One, six miles below Cairo, and calls upon me to prevent it according to his understanding with you. It may be we have no jurisdiction over the Islands to which he alludes. I am investigating the question, and have telegraphed him you have orders to carry out the understanding — will telegraph you again tomorrow. The other matter has my approval.
