Gov of Kentucky
Your Petitioner Joseph R. Davis states that at the present Term of the Laurence Circuit Court he was find ten dollars for retailing spirituous liquor on the following state of facts The Witness Geo Shannon came to the House of Peter Skaggs after night where your Petitoner was staying and was then in bed The witness said that his uncle Thomas Shannon was sick and wanted a dram The wife of Skaggs would not let the Witness have the spirits But your Petition being an old friend and acquaintance of Thomas Shannon thought he would do for Thomas Shannon what Thomas Shannon would do for him got out of his bed and got the spririts about a pint and gave it to the witness who gave your Petitioner the money for it & Your Petitioner gave the money to Mrs Skaggs This is the first time
in his life that he was ever charged with a Publick HouseOffense and he is now 54 years of age
He asks under the Circumstances that your Excellency will extend clemency to him and remit all of said fine That the Law will allow

I heard the above cause tried There was but one witness sworn for the Commonwealth & He prooved the facts stated in the above Petition — I am of opinion That no good would result to the Community in which Mr Davis resides to enforce the collectors of the fine & would respectfully Ask Your excellency to remit the fine
