Dear Governor
Enclosed herewith, you will find the Petition of William Owens, for the remission of a fine or Judgement against him in our court for Gaming โ You will from the Petition learn the facts in relation thereto as he has stated them briefly โ
I have no personal acquantance with Mr Owens & never saw him until he came to our Court at an early day of the present term He seems to be a very nice gentleman and I learn from others that he is what he seems to be & I have drawn his petition for him, at his request & have procured nearly all the members of the bar and the officers of our Court to Sign it, and if consistent
with your will I would be gratified could his request be granted Mr. Nesbit the attorney for the Commonwealth has promised to write you on the subject and I doubt not will comply in a few days. โ All of which I trust will be kindly received (at least) and I shall also hope with good prospect of success to the applicant
