To His Excellency —
Honbl B. McGoffin
Sir — I have yr Communication through the Secretary of State recd within the hour and of present date, in brief reply stated that I do not feel assured that the supply of water at Cumberland for daily
consumption throughout the year, is adequate to the necessities of a large Institution [...] several hundred inmates — And I respectfully urge on behalf of the unfortunate Patients who may come under treatment in the Western State Hospital that this supply essential to the succesful & have one conduct of the same be made certain before the Reconstruction of that edifice —
