Dear Sir
I see by the papers, that our Legislaturehas passed a Law, calling out the State Militia for three months for the purpose of guarding railroads and bridges in Ky
If you will authorize me to do so, I can raise a company of volunteers for that purpose, and probably three or four. Does the State, propose to clothe these men?
Please let me know immediately if I can raise the men, for time is precious, As to my capacity, I beg leave to refer you to Adjt Genl J W Finnell, Brig Genl Green Clay Smith, or the Hon J F Fisk, all of whom know me well
I have had some experience, having been four months in the Army in Central and Eastern Virginia
