Your communication concerning the paragraph in the Governors Proclamation relating to the recruiting of the Regiments was referred to his Excellency — who has already answered it. He has informed you of the promises made by the Hon. Sec'y of War- Stanton. Of course no [clashing] need, or will occur between our various Departments, laboring for a common object.
