As far as I know it seems to me that the public interest will be promoted by letting Colo Alexander work with Colo Riley. They will then look a company of men of full number Now if there are broken fragments to fill up that Regiment at once & then go complete into service I think it ought to be done. We must look to the public interest as the paramount consideration
