Bracken County, Kentucky, tavern keeper and soldier. Kentucky native. Married to Julia A. Coons Ratcliffe. Father of Stiles Ratcliffe, Edegle "Edd" Ratcliffe, Kate Ratcliffe, William Ratcliffe, and J. F. Ratcliffe. Tavern keeper in Bracken County in 1860. Owned five enslaved persons in Bracken County in 1860. Served in the 10th Kentucky Volunteer Cavalry Regiment (U.S.A.) as a captain from September 9, 1862, to September 17, 1863.
