Covington Ky
Hon. Beriah Magoffin
Governor &c
My Dear Sir
I learn that a number of the most reputable & influential Citizens of this place desire to secure the appointment of James B. Gray, a worthy member of the Bar of this County, to fill a vacancy in the magistracy in the 1st District in this city, created by the removal to Lexington Ky of the late worthy incumbent, John G. ShrockEsq I have reason to believe that his appointment would be acceptable to Mr Gray — and hence I have been induced to offer my recommendation of Mr Gray as a gentleman at once honest, capable and faithful and to express the hope that your Excellency will deem it in harmony with the public interest to appoint him
with great respect
Yours truly
W. E. Arthur
