Covington, Kentucky, commonwealth's attorney. Cincinnati, Ohio, native. Son of William Arthur and Eliza Parsons Arthur. Married to Adeliza “Ada” Southgate Arthur in 1855. Father of W. E. Arthur, Jr. Married to Ethalinda Southgate Arthur in 1861. Father of Sidney Arthur and Ada Arthur. Studied law under John White Stevenson and James T. Morehead. Admitted to the bar in 1850. Attorney in Covington in 1850. Commonwealth's attorney for the ninth judicial district of Kentucky from 1856 to 1862. Employed Sarah Gibbers and Mary Kirk as servants in Covington in 1860. Presidential elector on the Democratic ticket of Breckinridge and Lane in 1860.
