Pendleton County, Kentucky, court clerk and soldier. Grassy Creek, Kentucky, native. Married to Anne McGill Mullins in Pendleton County on September 27, 1852. Father of Mary Jane Mullins Applegate, Sallie K. Mullins, Kate Mullins, and Rebecca Mullins. Student in Pendleton County in 1850. Clerk of the Pendleton County Court in 1855. Clerk of the Pendleton Circuit Court from c1855 to 1861. Served in the 18th Kentucky Volunteer Infantry Regiment (U.S.A.) as captain from February 8, 1862. Wounded and taken prisoner on August 30, 1862, during the Battle of Richmond, Kentucky, and released on September 7, 1862. Served in the 40th Kentucky Volunteer Infantry (U.S.A.) as lieutenant colonel from June 15, 1863, to December 30, 1864.
