This letter will be handed you by sergt Mark Wallace of the 40th Ky whose recommendation for promotion in this Regt has been regected for reasons stated in a communication from adjt Genl Boyle, and which are fully and I have no doubt correctly explained in a letter from Maj Bierbower, Sergt Wallace since his connexction with this Regt has uniformly Conducted himself as a good soldier. and in my Judgment deserves promotion, If it is consistent with the interest of the service I would be pleased to have him commissioned as 2and Lieut in Co I of this Regt,
