Crittenden County, Kentucky, farmer. Tennessee native. Son of Willis Dowell and Martha Dowell. Married to Mary Hill Dowell in Crittenden County, Kentucky, on November 4, 1857. Father of Martha E. Dowell, Edward Dowell, and Robert E. Dowell. Resident of Smith County, Tennessee, in 1850. Household owned four enslaved persons in Smith County in 1850. Farmer in Crittenden County, Kentucky, in 1860. Owned one enslaved person in Crittenden County in 1860. Appointed agent of the state of Indiana for the requisition of John W. Rutherford in 1865.
