The Governor of Kentucky,
Frankfort, Kentucky
Sir:

I have the honor to acknowledge the receipt of your telegram of yesterday's date asking authority to have a regiment of Cavalry, already raised, Mustered into service, and known as the 13'th Kentucky Cavalry.

In reply, I am directed by the Secretary of War to inform you that this will be authority to muster this regiment into the service of the United States.

The musters will be made in accordance with General Orders 110, current series,
and par. 85, Revised Mustering Regulations, -- but the second Major will not be mustered in until eight Companies are complete to the Maximum Cavalry standard, nor the 3'rd Major until the whole Regiment is of the Maximum strength.
