As the complications in our state growing out of the negro question, are already embarrassing enough, & are likely to be made more so by the practice of citizens of Mo. attempting torun all their negroes into this state — Many of these being secessionists seeking toavoid the confiscation of their negroes, by slipping them clandestinely out of that state — the Genl Comdg. proposes with your approval issuing an order forbidding the citizens of any state bringing their negroes into this without complying with all Military regulations of the state from which they are brought in relation to the exportation of negroes. Please advise me if you approve the policy of such an order.
