To His Excellency
Thomas. E. Bramlette Governor of Kentucky

Your Petitioner George A Bowyer would respectfully represent that he is a loyal citizen of the county of Fayette where he has resided for 25 years last past. That at the July term of the Fayatte county court he procured a license and paid tax on same in the court aforesaid to peddle merchandise in the county of Lincoln. his ojbject being to supply the officers of the Federal army with clothing,- he procured his clothing and went to the county of Lincoln aforesaid but failed to have his license countersigned as the law directs by the Clerk of the Lincoln County court; whereupon he was arrested tried be befor His Honor W. G. Bailey Judge of the Lincoln County Court and fined one hundred dollars, which amount he deposited with the Judge aforesaid, to be held by him until the decision of your Excellency in this matter. Now your Petitioner states that he had paid the taxes due to the state of Kentucky upon his license before he arrived in the county of Lincoln with his goods, and did not defraud the state out of one cent of her dues; nor did he intend to do so, having paid for his license before leaving the city of Lexington

He thefore prays your Excellency to m repmit that portion of said fine which would otherwise vest in the Commonwealth- believing the same
would be just between the state of Kentucky and Petitioner

I certify that I am the prosecuting Attorney for said County and was present and prosecuted Said Geo A. Boywyeir before the Judge of Lincoln County court. The statements made by him in the above Petition are substantially true. and I think this a case which merrits your clemency.
