To The Hon the Govenor of Kentucky

your Petitioner Newton Whitehead states that at the February Term 1863 ^of Rockcastle Circuit Court^ he was fined ^$20.^ for retailing whiskey together with some others during the rebel Excitement. The Govenor was petitioned in several cases alike all the ballance were remitted if your Petitioners fine was remitted. it fell into the hands of the Rebels and was destroyed. He asks your honor to remit his fine as he is a very Poor man and the armies have taken nearly everything he has. we think it would be an act of charity to remit it as in duty bound we will ever pray
