Dear Sir,

Enclosed I send you a petition in favour of Henry Stallings, for the remission of a portion of a fine imposed upon him for a breach of the peace stallings is a poor man and the friend of his country. and I personally know that the fine is excessive, and have no doubt it was inflicted so heavily through political prejudice; a Union man has no shame if a secessionists have the power over him; they never fail to use it with a vengence.
