January 11^th 1864
To His Excellency
Gov Bramlette

We the undersigned would represent to your Excellency the following facts (To wit)
that Since the war began the Trustees of Lebanon and the Military authorities have been in the habit of ordering all Hotel Bar^s and Drinking Saloons closed on Public occasions and other times when a good Many Soldiers wer near the town the Hotels and Saloons still paying the regular Tax (which was very high) They have suffered a heavy loss by complying with the orders, for which the Trustees promised to give them an extension of time and did pass an order making an allowance and the owners of the saloons ^Hotel Bar^s^ & went on to sell. but the grand Jury was convened in the meantime and it was ascertained that the selling was illegal and True Bills found against all the parties

When the cases came up for trial the Circuit Judge decided that the Law was against the parties but if they had been misled that the Executive Should interpose. So Judgment was confessed by each party for the Sum of Sixty Dollars a copay of each Judgment is herewith enclosed on which execution has issued and is now in the hands of the Sheriff, we the
undersigned citizens of Lebanon and Marion County being well acquainted with the facts would respectfully petition that you remit the fines except costs & fees
