Dear Sir:

Accompanying you will find the Petition of G W Jones and W. H. Hays to be released from so much of a fine as the Law allows. The Commonwealths Attorney's statement follows the Petition. We thought this sufficient without further signatures to induce the exercise of Executive clemency in a case of great hardship. I knew the parties and their place of business (since given up by them) and certify to their chracter as good citizens and estimable men. The severity of the rule of evidence in such cases is almost unex
ampled. I sincerely believe the case warrants the exercise of the Executive clemency.
