To His Excellency Tho^s E Bramblett. Governer of Kentucky —

Your Petitioner W^m J Cooper would State that in the year 1863. he rented a room from Ja^s. Faulkner in Whitley County Ky. where or under which roof S^d Faulkner was Selling Spirituos liquors under a regular lincense that at the time he rented he Supposed & believed that he had a right to Sell liquors by the Small under Faulkners license that under that belief he went on to sell liquors
and that at the April Term of the Whitley circuit court he was Indicted for Selling liquors — by the Small in two Cases and that at the August Term 1864, a judgment was rendered against him in each for twenty Dollars he here Sends a Copy of the Indictments & judgment is here fw^d

He States that he is poor man haveing a wife, & Six Small children that he is not able to pay the fine that he did not intentionaly
violate the law as Soon as he was informed that he had not the right to Sell liquers he quit & has Sold none since nor will he sell any moore

He asks your Excellency in consideration of the premises his condition & — to remit the fine
