I enclose under cover to you a petition to Govr. Bramlette praying that he remit a fine of $1.050.⁰⁰ imposed upon H.P. Allen at the present July term of our War. Cir. Ct. by Confession of judgt under an Indictment for engaging in business of a Broker without license You will perceive upon the petition the circumstances under which the business was done. We were surrounded & entirely under the Control of the Rebel army & Provisional Govt so-called no man can estimate truly the advantages to our
people growing out of the Exchange of Southern funds for Coin — gold & silver — & the great benefit is conceded by all. The petition would have been signed by many more — but deemed the names affixed sufficient — upon it you find the names of the Judge of the Court, atty for Comwlth — Clerks of the Courts — Sheriff & a few others. Knowing the multiplicity of business on the Gov.^s hands I enclose to you hoping you will call his attention to it at yr earliest convenience. By so doing you will greatly favor Mr. Allen & much oblige yr frd
