Affiant James M^{Laughlin states that he is the proprietor & keeper of the hotel known as the "Clinton House" situate on Madison St. Covington Ky. He was recently — March 17 1864 — indicted for — selling liquor during the Christmas Holidays of 1863 to one Thomas Dickey — a minor —. Affiant knew Dickey slightly — who was to all appearances of age, and was doing business in this city, and making contracts buying and selling in his own right. He knew, or remembered, nothing of the circumstance of selling him a glass of liquor; but the same was proved and Affiant fined $50; he having submitted his case to the court without a jury. Affiant most solemnly avers he intended to violate no law in said selling; and that he would never have sold any liquor to Dickey had he not been deceived by his general appearance; and by his doing business in his own name; and making his own contracts. Said Dickey proved that he was 21 years
of age on Feby. 6, 1864; or only about5 weeks after the sale of the glass of liquor was proved to have been made to him at his hotel.}

Affiant has never before appealed to your Excellency for a remission of fine. He does so now solemnly averring that he has violated a penal law unwittingly; and as he is constrained to believe under the influence of deception practiced upon him by more persons than one. Mr. R. B. Carpenter was Com^wths Atty when said offence was committed and indictment filed.
