To His Excellency:
Thomas E Bramlette,

The undersigned Petitioner would represent unto your Excellency. that at the Feby Term of the Rockcastle Circuit Court 1865. He was Fined by a Jury of Said Court the sum of $22.00 for standing a Jack without first having procured a Licinse therefor. He states that the offense charged was Committed in the year 1863. That he in goodfaith intended to Licinse his Jack, at the rate of $4.00 per season or by the insurance and so made his contract with those who bred to his Jack. But he states that before he could procure a Licinse therefor, the Rebels under the Command of one Gen Pegram invaded Kentucky and scattered the mares of the country, and believing that he could not do any good with his Jack, he abandoned the idea of obtaining a licinse therefor and did not intent to charge any thing for the season of his Jack, and in fact has never charged any thing for the same, and has never collected one cent. He states that he has unintentionally violated the laws of his state and has done the same ignorantly and innocently. That he is a law abiding citizen and under the circumstances of the case as presented. He prays that your Excellency will remit said Fine, That it will be unjust to coerce Your Petitioner to pay the same,
