I hereby certafy that Henry Wall of Ohio County applied to me for a License to Retail Liqor on the 13th of Jany 1863 for the Term of one year under the Internal Revenue laws of the united States and I told Said Wall at the time he applied to me for a License that he could commence selling Liqor from the date of his application not knowing myself at the time that he also Required a state License and I saw said Wall in Hartford afterwards trying to get his License from the collector before the License had come on and I have no Doubt in my mind that said Wall believed that he had done all that the law Required of him to do and that he did not know that a state License was necessary for him also given under my hand this 1st day of March 1865
