Your petitioner Carroll L. M^cCown a citizen of Muhlenburg county Kentucky: would respectfully represent to your Excellency. that he was notified by the Military authority then at Owensboro that the petitioner had been drafted into the service of the "U States," and the day on which he must report at Owensboro was the 4^th of October 1864: This petitioner believing himself not able to undergo the fatigue, oppressure, and general hardships of a campaign, besought himself to find a suitable substitute: which he did in the person of ~~William~~ Thomas Howard: then in the Jail of the county of Muhlenburg on a charge of Larceny. of a small grade (Stealing wearing Apparel from a farm House) believing said Howard could better serve his country in the army than in the Penitentiary (even if convicted) this petitioner hired said Howard as a substitute and entered into a recognisance in the penalty of Threehundred dollars. with said Howard for the appearance of said Howard at the next term of said Muhlenburg Circuit Court to answer said Indictment. Thereupon said Howard was released from confinement and the petitioner forthwith proceeded to Owensboro. and then and there made an offer of Said Howard as a substitute as aforesaid, and he was rejected. on the ground that he had been a soldier in the SoCalled. ConfederateArmy This petitioner was told to take said Howard to Louisville that it was probable he would be rec^d
there. but that he (the Officer at Owensboro.) was not authorized to receive him: This petitioner proceeded immediately to Louisville. and there made an offer of said. Howard to the proper officer. and was there rejected, and immediately thereafter the said Howard made his escape, and his wherabouts is unknown to this petitioner

This petitioner then returned to Muhlenburg County. and hired another Substitute at the price of Eight hundred dollars. who is now in the Service of the UnitedStates as a substitute for this petitioner

Your petitioner would further state that at the present May term of the Muhlenurg Circuit Court Judgement was rendered against this petitioner, Ennis Fulkerson John Fentress and William Herman (for the penalty in said recognisance) who entered as securities for said Howard at the instance and request of this petitioner and to enable this petitioner to obtain a substitute

~~ation of the vast~~Now in consideration of the vast expenses of Travel to put Howard into the Service as a Substitute, and the amount actually paid for a Substitute to answer the call of his country, and the further fact that petitioner is now an must be the entire looser. and which will greatly distress and embarass this petitioner, he being poor and unable to pay without great inconvenience In consideration of the premises. Your petitioner pray your excellency to remit so much of the penalty in said recognisance as may be due the state Government and the payment of the remainder will then be ruinous to this petitioner: And Your pitetioner will ever be thankful &C
