To his Excellency Tho^s. E. Bramlette Governor of Kentucky:

Your petitioner John B. Cumming would respectfully represent to your Excellency that at the present August Term of the Clinton Circuit Court he has confessed judgment on three Indictments found against him in said, one for keeping a Tipling house; the judgment being Sixty dollars and the other Indictments being for selling to soldiers within five miles of a Camp the judgment being ten dollars in each case. He further represents that at the time he sold spirituous liquors in Albany there was no authorities from whom he could procure License, that Civil Authority had been and was Suspended in Clinton County and the County was then under military protection and rule, that he only sold for the period of about two weeks in last February, that he did not know that he was guilty of violating any law, that he did not know that he was doing any wrong, & that he has been a law abiding peaceful citizen.

He now respectfully petitions your Excellency to remit said fines and he promises that in the future he will be more cautious and will try and keep in the bounds of the law.

Governor of Kentucky:

We would respectfully state that it is true as represented by M^r Cummings that their was no authority in Albany or Clinton County vested with Authority to grant tipling or liquor licenses and that so far as we know his other statements are true.

We would, therefore, in view of all the Circumstances, respectfully petition your Excellency to remit said fines.
