To His Excellency Tho^s E Bramlett
Govenor of the Commonwealth of Kentucky

Your Petitioner. William Blair Respectfully Represents that at the May Term 1865 of the Magoffin Circuit Court there was Judgment rendered against your Petitioner for selling whiskey for Twenty Dollars and Cost, Would further State that he is a Vendor of ardent Spirits which gives him the right to sell by the quart. not however to be drank on the premises and He now states that this County has been infested with guerillers and bandits a great portion of the time since the breaking out of the Rebellion in Kentucky and that they bid defiance to all Law and Order, and your Petitioner further states that in order to preserve his person and property He no doubt suffered whiskey to be drunk on his premises or those adjacent thereto; fearing all the while that if he refused to have it drunk as above stated that He would suffer immediate injury by such refusal; states that He is a poor man and has a large family who are dependant upon him for a support and He now asks & prays that said fine be remitted and that all officers & persons be restrained and prohibited from the collections of said fine,

Also, We the undersigned joins in pray with said Blair and ask that said fine be remitted would further state that said Blair is an
industrious and hard working man

We ask and pray that said fine be remitted &c August 15^th 1865
