To his Excellency Thomas E. Bramlette
Governor of the state of Kentucky,

Your petitioner John Seeley, on oath says that the June Term of the Clay Circuit court 1865, he confessed a Judgment upon an Indictment for retailing Spirituous liquors, for the sum of $20,⁰⁰ And cost? The facts are as follows, Your petitioner is a feeble Old man, And in consequence of a severe burn received by falling in the fire; in consequence of said burn or accident, his health was for many months quite feeble, so much so as to disable him from earning either in whole or in part ^a support^ And having no estate whatever he became a charge to the county After a long illness his health improved untill he thought he could in part earn a support. And one W^m L White there being a license retailer of spirituous liquors in the town of Manchester Clay County, state of Kentucky, tooke your petition in his house as Clerk or Bar Keeper; And being anxious to relieve the county of the burden of supporting him, and earning his support as far as possible, but not intending to violate the laws, And indeed not Knowing he was violationg the law, he did hand out to customers from behind the counter and receive the money for the same, liquors in small quanitities with^out^ having taken the oath prescribed for retailers of spirits He is 970 years old a very poor, destitute of property; dependant entirely on his labor for a support — He Respectfully ask Your Excellency to relieve him from the payment of the said fine to the Commonwealth of Ky
