His Excellency. Thos E Bramlette.

I send herewith a petition asking Your Excellency to remit a fine of $200 rendered against D^r George A Harrel in favor of the Commonwealth by the Todd Circuit Court at its October term 1865 D^r Harrel has paid to the Comlths atty his part of the fine & Hopes you will relieve him from the payment of the balance The taking of the Sugar Occurred near this place & all the facts are well known ^here^ & I can safely say there is not a man in the County that desires now to see Young Harrel punished, and I trust you will feel authorized to interpose for him. If the fine is remitted Mr. Kennedy our Representative will pay the fee of the Sec when he goes
up. If necessary, I can with some trouble procure affidavits showing that Harrel acted under a posative order of his superior officer & Mr Downey, received from Harrel's father a very largeprice for his sugar. Independant of all these facts I think the policy of the County if not the law is opposed to punishing rebel soldiers for acts of this kind
