Your Petitioners State that at the present of the Pulaski circuit court William Gover was find $30 upon a charge of Selling spiritous liquors, they State that the proof was that he was a distiller, that he had paid his taxes for the liberty to sell & that the only grounds upon which he was found guilty, was that he had let his neighbours have some liquor on one or two occasions in less quanties than he was by law allowed to sell, which was on his part intirely done though ignorance of the law, and further that at the time of letting the liquor go the country was over run with armies and the liquor was mostly got for the benefit of the officers, & soldiers & your petitioner Gover was afraid to deny ~~to deny~~ them they State that he is good honest poor & hard working man with a large family (13) in family and has to support them by his labour they state that this is one of the class of claims that truly deserves executive clency they there herfore pray that the fine may by remitted except the attorney fees.
