To His Excellency the Governor of Kentucky

It appears by the annexed papers, duly authenticated according to the Laws of this State, that Robert Pullum stands charged in Morgan County with the crime of Murder and it has been represented to me that he has fled from the justice of this State, and has taken refuge in the State of Kentucky

Now, Therefore, Pursuant to the provision of the Constitution and Laws of the United States in such case made and provided, I do hereby require that the said Robert Pullum be apprehended and delivered to D. C. Fry who is hereby duly authorized to receive [ ] and convey [ ] to the State of Illinois, there to be dealt with according to law.

In Testimony Whereof, I have hereunto set my hand, and caused the Great Seal of the State to be hereunto affixed. Done at the City of Springfield, this 30^th day of July in the year of our Lord one thousand eight hundred and sixty-four, and of the Independence of the United States the eighty-ninth.
