THOMAS E. BRAMLETTE,
GOVERNOR OF SAID COMMONWEALTH.
TO ALL WHOM THESE PRESENTS SHALL COME, GREETING:

Know Ye, That reposing especial trust and confidence in the integrity, diligence, and ability of Wm Hipwell, I do hereby appoint him Agent, On the part of this State, to proceed to the State of Illinois for the purpose of demanding and receiving from the proper authorities of said state, Mathew FSkifington, a Fugitive from Justice from the State of Kentucky, charged with Felony; and I do hereby authorize and direct the said W^m Hipwell to demand and receive the said Fugitive, bring him to this State, and deliver him to the custody of the Jailer of the County of Jefferson Ky

In Testimony Whereof, I have caused these letters to be made patent, and the Seal of the Commonwealth to be hereunto affixed. Done at Frankfort, the 13^th day of October, in the year of our Lord one thousand eight hundred and sixty-5, and in the seventy-fourth year of the Commonwealth.
