GOVERNOR OF THE STATE OF OHIO.
To his Excellency, the Governor of the State of Kentucky.

It appears by the annexed papers, duly authenticated according to the Laws of our State, that John Philip Noel stands charged by affidavit with the crime of "Assault with Intent to commit Rape," committed in the county of Scioto, in said State, on the fourteenth day of October A.D. 1865. and it has been represented that the said John Philip Noel has fled from the Justice of this State, and has taken refuge within the State of Kentucky.

Now, Therefore, Pursuant to the provisions of the Constitution and Laws of the United States, in such case made and provided, I do hereby require that the said John Philip Noel be apprehended and delivered to who is hereby duly authorized to receive the said John Philip Noel and convey him to the State of Ohio, there to be dealt with according to law.
