Your Excellency I would call your Attention to a fact in connection with your Military Agent for Kentucky in this City Col W De B Morrill

It frequently occurs that Kentucky Soldiers have to make oath to certain statements in order to get their pay Bounty release from Prison or something else — if Col Morrill were commissioned he would have the right to administer oaths take acknowledgements &c but now he is put to great expense of time and trouble and many to get their sworn statements — I would therefore ask that he either be commissioned by you or approved Notary Publics,
