Dear Sir:

The charter of the town of Russellville requires all Matters in violation of town ordinances to be tried before the Justice of the Peace resident in the district. We have no resident Jusitce now in the town. G. W. Herr Esqr having resigned — the remaining Justices resides in the county. We are endeavoring to enforce the civil Law & very much desire a Justice resident in the town. I am directed by the Board of Trustees for the town to say to your Excellency that the appointment of James H. Beall to fill the vacancy in the office of Justice of the Peace in the Russellville district would be a satisfactory appointment. Trusting your Excellency may find it proper to comply with their request
