It will be seen by reference to the case of Comth gt Spraggins page 512, 18^thB. Monroe, that the right to~~the~~ of the Comth's Atto, To the per cent "only accrues upon judgments upon forfeited Recongizances" — & that the Governor has the power to remit the whole forfeiture (if it be a forfeiture) before Judgt has been entered.
