To His Excellency B Magoffin
Governor of Kentucky.

Your Petitioner Wm Langdon, states that he was fined fifty dollars in the city court of Louisville, at the ^September 1859^ Term — for an assault & battery alleged to have been committed on a negro man. He alleges that the negro man was in company with some white women, where he came where they ~~was,~~ were, and the negro was insolvent and guilty of outrageous & bad conduct toward him, which caused the difficulty, very little injury was done him, and many persons in this city could have done what petitioner did & the matter would ~~have~~ not have been noticed, Petitioner, was down the river between Louisville & New Orleans when the case was tried, and a Judgment had against him on his own admissions as to the assault — He had no opportunity to defend the case, and had he been present & prepared his defense, he is certain that the Jury would have acquitted him. He is very poor, and wholly unable to pay said fine — being hardly able to pay the costs in this case, He assures your Excellency that difficulties of this character, an unusual matter with him & he most respectfully asks your Excellency to remit the fine promising & —
