On the 19" day of May 1860 the Grand Jury of Hickman County returned into Court the following Indictment in this prosecution=to wit=

The Grand Jury of Hickman County in the name and by the authority of the Commonwealth of Kentucky Accuse W^m Owens Watson Webb, John Styles and Joseph Roper of the offence of gaming upon the public highway, committed as follows (viz) the said W^m Owens Watson Webb John Styles and Joseph Roper on the 14, day of May 1860 in the county aforesaid play at Marbles on the public highway (to wit) in the streets of the Town of Moscow at which game of Marbles money bank bills and propety were bet won and lost, The said streets being at the time a public highway, against the peace and dignity of the Commonwealth of Kentucky

And at a Hickman Equity & Criminal Court held at the Court house in Clinton on the 13th day of November 1860 the following order was made in this case viz

This day came as well the attorney for the Commonwealth as the defendant Watkins Webb in proper person, and with the consent of the Attorney for the Commonwealth the defendant confessed Judgment for the sum of Twenty dollars. It is therefore adjudged by the court that the said defendant make his fine to the Commonwealth by the payment of Twenty dollars and that he pay the costs of this prosecution and may be taken and & c

A true copy of the record as far as Watkins Webb is concerned as is on file in my office.

In view of the fact that the offese charged against Watkins Webb in the Indictment is of so Trivial a character We believe that it presents strong grounds for Executive Clemency, and I Therefore respectfully ask your Excellency to remit the fine agianst Webb —
