To his Excellency Go^v B M^cGoffin your Humble Petitioner Julius M^cClerg Most Humbly & Respectfully reprsents & States that at the last February Term of the Rowan Circuit Court that He was fined the sum of Sixty Dollars for Keeping a Tipling House. and that he is a poor Man and is now confined in the County Jail or Rowan County as owing to the hard times and Scarcity of Monetary arrangements in our old Commonwealth that it is a Matter of impossibility to raise said sum of $60⁰⁰ The undersigned Petitions Most respectfully States that said M^cClerg is a very Poor Man and has nothing on Gods Green earth to pay said fine of $60⁰⁰ and unless he gets relief by the Power Vested in you he will be imperiously confined in said Jail until said fine is extinguished by his imprisonment

We the undersigned signed Petitioners therefore ask & pray that said fine of $60⁰⁰ be remitted & that said Julius M^cClerg be hence released from the payment of the same & we will forever pray &c
