His Excellency Beriah Magoffin
Govenor of the state of Kentucky:

Your petitioners Phillip Koch and Clement Koch were fined in the City Court of Lexington on the third day of January 1862 in the sum of of $50⁰⁰ each for selling Beer without first having obtained a license so to do — The facts are that they both had been selling beer and had obtained a license to do so, but the time had run out without the knowledge of Clement Koch, and although Phillip Koch knew his his license had expired he had not the money to pay for a renewal, and being a poor man, with money scarce, had his family to support — Your petitioners would state that they have already paid on above fines $40²⁸ — that is $20¹⁴ each — and each of them have obtained a license — Said amts (20 ¹⁴/₁₀₀each) ^however^ was the costs in each case — which was to your petitioners onerous and they pray his Excellency to relieve them entirely of the fines —
This is the first time Your petitioners were ever in a court upon any charge what
ever and they trust it may be the last —
