To His Excellency Gov. Magoffin

Your Petitioner Wesley Mullins States that at the last March Term of the Laurel Curcuit Court he was fined $50. upon an Indictment for carrying concealed weapons —

He states that he is upwards of fifty years of age that some time before the Indictment was found he had a difficulty with a man by the name of Moses Cornelius who was a man of notorious bad character and a quarrelsome dangerous man and knowing the character of said Cornelius and that he was likely to be attacked at any time he met him, he did carry a pistol for no other purpose than to defend himself in case he was attacked — He states that were one or two witnesses by whom he could have fully proved the threats of Cornelius to do him violence, but they had moved to a distance before the trial and he had not the benefit of their evidence — He further states that the Cornelious above named is the same one that was killed in Madison last summer for making an assualt on a man at Rogersville —

The Petitioner states that he is a poor man and had never been in the habit of carrying concealed deadly weapons, either before or Since the time for which he was fined —

The payment of the costs alone will be burdensome on him. He therefore prays your Excellency to remit the fine.
