To his Excellency Governor Magoffin,

M^r Chas Brammell of Harrison County, in the year 1856, made a bet in Fleming County, that Buchanan would be elected President, he made the bet as the partner and agent of three other gentlemen, After the election Brammell moved to Illinois -- where he remained until about a year since, when he came back to Harrison Co -- In his absence an Indictment was found and a petition to forfeit the money filed in the Fleming Circuit Court -- and at the last Term Judgment in both cases for $100⁰⁰ each rendered against him -- he replevying the two, with myself as his Security -- the three gentlemen who were Brammells partners in the bet -- are all absent from the state of Kenucky -- and it will if enforced all fall upon him -- He is a worthy industrious clever citizen -- and I think well deserving Executive
clemency, Had M^r B-been tried 5 years ago when the Indictment was found -- the parties really interested would have had the penalty to pay -- now -- it falls upon an innocent man, In view of the above facts which I know to be true, I most respectfully petition your Excellency to remit said fines. I enclose a letter on the subject from the Commonwealths Attorney (Col Stanton)
